Together with optimisation of resin dose and enhanced coagulation pH, these measures delivered operational cost savings without compromising process reliability, demonstrating how targeted optimisation of existing assets can defer capital-intensive upgrades. Complementary innovations further strengthened adaptive capacity at the plant. Detailed characterisation revealed systematic differences in NOM composition between bores, informing bore selection and blending strategies to manage treatability risks. Fluorescence spectroscopy was identified as a robust surrogate for DOC measurement, overcoming iron-related interferences associated with UV absorbance and enabling potential alternative low-cost, real-time process monitoring. In parallel, MATLAB-based bore blending models provided a framework to balance water quality, quantity, and abstraction constraints on daily basis. Collectively, these outcomes demonstrate how strategic partnership, research–operations integration, and innovation-led optimisation of existing treatment processes can enhance resilience, safeguard drinking water quality, and support sustainable water security for a treatment plant facing climate-driven allocation constraints.
